It was fine for 15 years, until mysql changed things. And after that we didn't
have any data loss until we rushed a fix.
A combined table is not a valid fix, you can have all the data integrity you
want if the system is too slow to use. We should come up with an actual
solution.

We did, but the reason old_issues exists, is because keeping it one massive
table becomes really slow quite fast.

With recalls this probably will take longer to be a problem, but having
circulation stuff slowed down (specifically returns) by having millions of rows
to check through was the reason the issues table was split in the first place.
I don't believe one table that grows forever for circulation is a viable fix.

Bug 11210 - Writeoff partial amounts

Minor changes to pay.pl and paycollect.tt to allow writing off a partial amount
of a fine.

Test plan:
0) Go to the Fines tab of a test patron's profile
1) Create a fine if there are none (under the Manual invoice tab)
2) Go to the "Pay fines" tab
3) Press the write off button on the corresponding account line

Without patch, you'll be asked to confirm, but will not be able to edit the
amount
With patch, you'll be able to edit the amount.

Followed test plan, patch worked as described. Also ran QA test tool and
modified files passed

Bug 19710: Move plugins templates javascript to the footer

This patch modifies the staff client plugins template so that
JavaScript is included in the footer instead of the header.

To test, apply the patch and test the JavaScript-driven features of
the modified template:

- The plugins link should be bold in the sidebar menu.
- Choosing "Uninstall" for an installed plugin should trigger a
  confirmation alert.

Bug 19708 - Remove useless code from opac-basket

This removes a lot of useless code relating to the print function from
opac-basket.tt, opac-basket.pl and opac/basket.js.

It also fixes the CSS so that no extra blank page is printed.

To test:
0) Add an item to your cart
1) Print your basket
Note the appearance of the page. There will be an extra blank page.
2) Apply patch
3) Reload basket
4) Print your basket
The appearce should be identical. The extra blank page is gone.

This only affects the OPAC.

Bug 19653: Move tools templates JavaScript to the footer: Additional tools

This patch modifies the staff client "Additional tools" templates so
that JavaScript is included in the footer instead of the header:

- Calendar
- CSV profiles
- Log viewer
- News
- Task scheduler
- Edit quotes for QOTD feature
- Upload

Note that the log viewer template has been modified so that the
"interface" variable (passed to the template to provide the correct path
to staff client assets) isn't overwritten by an "interface" variable
required by the log viewer.

To test, apply the patch and test the JavaScript-driven features of

The code for the printing function in opac-basket.tt contains a lot of useless
branching.

Additionally when printing a short basket (e.g.: 1 notice only), it will still
print on two pages.

To reproduce:
0) Add an item to your basket
1) Print basket: there will be an extra blank page after the basket.
(This happens on Chrome and Firefox, I have not tested on other browsers)

Please have a look at the code in IsAvailableForItemLevelRequest:

}

The variable name could put you on the wrong track, but 2 == all_unavailable.
What does the above say? If you choose for all_unavailable and there is at
lease one item available ("On shelf"), you cannot place the hold. If all are
unavailable, you can place the item level hold.

Finally, we have the remaining case (on_shelf_holds == 0 /"If any
unavailable"):

return $item->{onloan} || GetReserveStatus($item->{itemnumber}) eq
"Waiting"

The item level hold is only allowed now if the current item is on loan or
waiting. (Using the term "any" here is making no sense to me..)

What makes it more complicated, is the use of the sub OnShelfHoldsAllowed in
Koha (opac-detail, opac-shelves). In opac-detail-sidebar.inc the following test
is used before displaying a place hold link:
[% IF ( AllowOnShelfHolds OR ItemsIssued ) %]
opac-shelves does more or less the same by first testing allow_onshelf_holds
and testing if issued in the else branch.
Note that in these tests the values 1 and 2 are just interpreted as one case
(shelf holds are allowed).

Conclusion: The name is confusing/misleading. This is partially hidden by the
obscure use of onshelfholds in other places. We cannot solve this by a rename
only. So I am leaving it as-is.

Bug 19641: Move patron templates to the footer

This patch modifies the staff client patron module templates so that
JavaScript is included in the footer instead of the header.

This patch touches a lot of files because the changes are all
interdependent, affecting a couple of module-wide include files.

To test, apply the patch and test the JavaScript-driven features of the
modified templates: All button controls, DataTables functionality, tabs,
etc.

Patrons -> Patrons home, patron search results
  -> Manage pending modification requests
  -> Patron detail page
-> Edit patron
  -> Set guarantor
-> Fines
   -> Account, Pay fines, Create manual invoice, Create manual
  credit
   -> Print receipts for different kinds of charges
-> Routing lists
-> Circulation history
-> Holds history
-> Notices
-> Statistics
-> Files
-> Purchase suggestions
-> Discharges
-> Housebound
-> Set permissions
-> Change password
-> Print summary, slips, and overdues
-> Update child to adult patron type

Patron toolbar and patron search bar operations should work correctly on
all pages.

This patch also updates the template for searching the Norwegian
national patron database, but it has NOT been tested.

"add": Only new fields will be added (present in mappings.yaml but not in
database), mappings for fields stored in database will be left untouched.

"revert": Mappings for all fields in mappings.yaml will be reverted, mappings
restored to default onces, and local modifications of those mappings removed.

"merge": New mappings for fields present in mappings.yaml will be merged in,
keeping any local modifications of marc targets (this could also include old
problematic mappings later fixed in mappings.yaml, so should be used with some
caution).

Bug 18007: Interface updates to notices and notice previews

This patch makes changes to the form for adding and editing notices, and
to the template for viewing a rendered preview of notices.

- Preview now shows side-by-side comparisons
- JavaScript has been movied out of template into separate file
- Validation of the add/edit form improved through use of validation
  plugin
- There is now better visual feedback for AJAX form checks

To test, apply the patch on top of those for Bug 17981

- Add a new notice.
  - Confirm that the form can't be submitted without data in the "code"
and "name" fields.
  - Confirm that the form can't be submitted without filling in at least
one message template (subject and body).
  - Confirm that you cannot submit the form while using an
existing notice code.
  - Follow Bug 17981's test plan for testing the preview function.
Confirm that the preview loads correctly and looks correct.
