As it stands, the notices are on the guarantee's list, but the additional messages generated aren't in the interface for the guarantor. This could be confusing for users. Would also like to raise the privacy concerns here, as the guarantee is not notified that their library activity is potentially being closely monitored by the guarantor. I'd like to see a note about that in the system preference, something like "This system preference has the potential to breach the privacy of guaranteed patrons to their guarantors." A note in the email "This message was also sent to $guarantor." Kids, for example, might check out things from the library that they don't want their parents to know about, and could lead to some awkward conversations at the least, and guarantee abuse (or worse) at the worst. I think this is especially important as we try (or have recently gotten?) to make it possible to make any patron able to have a guarantor. Please have a think about these issues, I don't think I can sign this off as it is. Some remarks: - Net::RabbitFoot says it's compatible with version 0-8 of the AMQP specification. RabbitMQ website says it implements version 0-9-1. Are we sure these two are compatible ? - Net::RabbitFoot is quite easy to package for Debian stretch/stable (all dependencies are already packaged - I did not try on oldstable) - If rabbitmq-server is not started, new_koha_job.pl and koha_worker.pl do not work. Is there a way to enqueue job when rabbitmq-server is not started ? - If koha_worker.pl is not started, and I enqueue jobs, and restart rabbitmq-server and then start koha_worker.pl, the worker does nothing. Potential loss of jobs here ? Now for the Minion part, - the mysql backend requires a recent version of Minion (which requires a more recent version of Mojolicious than the one packaged in debian.k-c.org). It might be complicated to package. - the sqlite backend however have some versions that can be packaged and can work with our version of Mojolicious (requires packaging Minion 6.04, Mojo::SQLite 2.002, and Minion::Backend::SQLite 0.009) - it works similarly to the rabbitmq code (a worker that run continuously, some code to enqueue jobs, where all jobs are stored in database) but doesn't require to have something (like rabbitmq-server) listening all the time to work. The worker just fetches queued jobs from its backend when it starts (and also regularly while it's running) - from what I have seen, it requires less code (see for example: https://mojolicious.io/blog/2018/12/10/minion-stands-alone/) - workers can be "paused" (meaning they won't accept new jobs, but active jobs will continue to run) I'm a little concerned about the potential loss of jobs with the RabbitMQ option. Bug 20819 introduced two new sysprefs: GDPR_Policy and PrivacyPolicyURL. The
latter is used in a couple of places in the code:

Two problems here:
1. The second occurence forgets to do Koha.Preference('PrivacyPolicyURL'), so
no URL is included in the page
2. Neither occurence checks if PrivacyPolicyURL is defined before using it, but
the description of PrivacyPolicyURL does not say that it is mandatory if
GDPR_Policy is defined. So do we check if PrivacyPolicyURL is defined before
displaying the link, or do we say that PrivacyPolicyURL is mandatory if
GDPR_Policy is set? Personally I am under the impression that having a public
privacy policy is part of being GDPR compliant, so I will submit a patch that
adds a "mandatory" text to the sysprefs.

We have some new index fields and together with the MARC record as array they blew the Elasticsearch default limit of 1000 fields per record. I added configuration to raise the limit to 1. Array is searchable by field and also indexes all subfields in the _all field for searching. Test plan: 1. Test that searching and indexing works with the patch without any changes. 2. Switch to array format and index some records. 3. Check e.g. the 008 field of a record and verify that the record can be found with the contents enclosed in quotes. 4. Check that it's possible to search for a specific field/subfield. Search query: marc_data_array.fields.655.subfields.a:Diaries 5.
