We need to do the same thing for the help files in 17.05 that we did in bug
18817.
17.05 help files point to http://manual.koha-community.org/; that server
doesn't have the dependencies needed to install python3-sphinx, so we'll need
to update the links to point to https://koha-community.org/manual/.
