When adding a new letter in mandatory/sample_notices.sql, what is the
standard practise - add only in the 'en' or also copy it over into all
the locale specific sample_notices.sql file?

It's that time again, string freeze. I will not be pushing any more patches
that change templates (unless it is for security reasons) before the
release on the 22nd.
So once the po files are updated please feel free to start translating

Hi Indranil,
standard practice is to add the English letter to all the translated
installers, so people can use the feature easily even if using a
non-English installer. They don't need to be translated.
