46 lbs of ballast.....are you sure? Seems like a hell of a lot :-). Did an authorised weight and balance person come up with that amount? If not, please get one to double check your calcs to be safe. I'm amazed you managed to fly earlier if it was that heavy in the tail at the time. All the best.
