You should get in touch with Aaron Seigo, who appears to be responsible
for kdegraphics, maybe he knows why it is not listed. From looking
through the commits log I see no reference that this was intentional,
but you never know.

systemsettings module nor declares a category to place it if it was a
standalone module. It's a simple one-liner fix though.
