Both packages always have their upstart config in /etc/init, which one
gets started is dependent on /etc/X11/default-display-manager which
contains the correct information after the steps you described (at least
on 12.10 it does).
Please clarify.

Reboot confirmation
The printer applet still waste memory with quantal release ([-]buntu 12.10) :
19 MB of physical memory (7,6 MB shared).
On Xubuntu 12.10, this applet is the 2nd memory consumer just behind X !
On a computer which has no printer : it wastes 19 MB of memory for
something which will never be used.
The problem
The problem seems to be that in some cases the language selector only
has a language (english) to select.

With Kubuntu 12.04 printing multiple pages per sheet with the kde
printer option in okular worked fine, however since an upgrade to 12.10
this does not work any more:
When Printing a PDF document with about 8 Pages with Okular and choosing
