@milasudril, good point! "KDE System Settings" is in the package
systemsettings. Since plasma-desktop depends on systemsettings, I had
already installed it and did not mention it. You can find it in the
"Xfce Settings" or start it directly as /usr/bin/systemsettings5.

Using Kubuntu 15.10 x64. No bluetooth hardware.
After the KDE login progress bar reaches 100%, it then takes 25 seconds before
beginning the transition to the KDE desktop.
uninstalling network-manager and plasma-nm and disabling bluetooth.service has
not reduced the 25 seconds delay.

with an Empty Session".
