port kcm configuration module to kf5/qt5

In Xenial and possibly before systemsettings5 has become the default for
"system settings". This program does not load or even detect kcm modules
that have not been ported to kf5/qt5. As a result the lightdm
configuration module is not shown on these

Still no activity upstream, not much more info on the XCB bug report,
and upstream moved it from the 0.14 milestone to 0.15, so we're not
seeing a fix anytime soon.
Could we hack a workaround for Mageia 6?

I am on 16.04 with fresh KDE (5.6) from backports ppa and I have this
issue also. I had it in 15.10 too.

New information -- this only happens when you create a desktop shortcut
to "Display Configuration" and launch from the desktop shortcut.
Launching from the "Type to search" option works fine.
