You can verify the integrity of the Ubuntu ISO files you downloaded by
following the

Trying to install Kubuntu on a ssd on /dev/sdb and hard drive on
/dev/sda, with boot loader and boot partition on the ssd. The rest of
the ssd space is to be encrypted, and all of the hard drive. Trying to
create the second encrypted volume seemed to trigger the error.
This bug was fixed in the package muon - 4:5.6.0-0ubuntu2

I would note that this is the first gpgme version from gpg directly,
with the Qt bindings built. These will be essential for future KDE
applications and frameworks, as the gpgmepp previously built in KDE's
own packages is being dropped.

Also, after upgrade & reboot, booting showed 'setup I/O failed' but it
continued to graphic login. At ID & password then bug report
pops up.

Tried upgrade on spinning disk, crashed. Had to perform total server reload.
Tried upgrade on SSD, have crash reports but where to upload. The 16.04 machine
has no operational network in crashed system.
On SSD login graphically but stops before anything. Then bug report
I can confirm the issue.
I see that importance is "undecided". Since it is no more possible to import
photo with digikam, importance should be quite high.
Has anyone a ppa with an operational version ?
I tried philip5 ppa, but same result.
