Public bug reported: In Ubuntu 16.04 my only option is to use amdgpu driver as fglrx was deprecated. It works just fine but it has a very old implementation of OpenCL that is preventing me from running all of the things that can be accelerated by openCL because they all require v1.2 or better. Is

Indeed my fix was incomplete, according to your build log the gpg-agent for the python tests is already running when the modified start-stop- agent script is called so it was still started without debug quick random. This was because in difference to my local system gpg is gpg2.1 and not gpg1 so
