it seems, that after the last set of updates in kubuntu, the problem is
gone.

I think I've found a way to trigger this - try scrolling while holding
alt. After this, scrolling wont work in any window. To unblock scrolling
just press alt again.
So most likely this has nothing to do with touchpad scroll.
Unfortunately I have no way to test this with a mouse now.
