Seems like accented character sequences (dead keys) are enabled as it affects
kdm and most everything in KDE. The following are affected on a US keyboard:
~ (tilde)
` (grave accent)
' (apostrophe)
(ampersand)
^ (caret)
(double quote)
To generate these characters they need to be entered twice.
Yes hitting those character twice does have them appear.
