It looks like this bug is not fixed, yet. I few minutes ago I ran into
the issue and created a trace. Please see the attached file.

I'm using kubuntu 14.04 with the neon ppa, and I can confirm this is
still an issue.
If I reboot, things return to normal for a while, then after 15 mins the
CPU usage is back up to 100%.

I'm also using amd64, and the file is present:
org.kde.powerdevil.backlighthelper.service
But kded5 is still eating CPU.

In Kubuntu Plasma 5 i386 the problem is solved.
Now I can see the file
/usr/share/dbus-1/system-services/org.kde.powerdevil.backlighthelper.service.
This file was absent in the previous images, I think this was the cause.
Apparently it was a packaging issue, at least in my case.
