With the last update I restarted and it's still happening. I get this warning
when I launch I kinfocenter from the console:
kcminfo: WARNING: KXMLGUIClient::setXMLFile: cannot find .rc file

I need to add that the problem doesn't happen when I run strace -o
kinfocenter.trace kinfocenter in the Run Command dialog. How would I debug
that now?

trace=file reveals that it's not being looked for there:
