Waiting for the fix, my workaround is to automatically launch the
Yakuake terminal at startup: by pressing F12 I can access to yakuake and
work in command line, waiting for plasma to be ready. You can then
launch firefox or libreoffice by command line, for example.

KDE/Plasma
Same problem, immediately after upgrading from Kubuntu 15.04 to Kubuntu 15.10,
yesterday.
Problem is persistent and exists every time I logon.
Have tried (no effect, problem persists):
- deleting panel and creating a new (default) panel instead.
- deleting ~/.kde
- sudo apt-get remove
Status changed to 'Confirmed' because the bug affects multiple users.
