This bug has been resolved in the lucid package release. However the
resolution of this bug was nto the best as we don't reference creating
Users at all in the GUI. Will have to change this in Maverick

The reason being is that this has been (temporarily?) removed from
System Settings into its own application. I did however find a bug with
the menu items in the docs :)
