That they should be there is confirmed in comment 2 in

After a news article about Plasma 5.8 in kubuntu-backports-landing PPA,
I decided to install it. It seems to be working on my system (xenial
- amd64), but kipi-plugins package is still missing and only available is
- KDE4 version from main ubuntu repo.
+ amd64), but
libkf5kipi31.0.0 is only the basic library, to actually do something it
requires additional plugins package, which is long time missing since
original Xenial release.
For example, KDE Neon's kipi-plugins_5.3.0-0neon+16.04+build11_amd64.deb
contains:
-rw-r--r-- root/root114744 2016-11-13
libkf5kipi (16.04.3-0ubuntu2~ubuntu16.04~ppa1) is in the landing-ppa
Easy to check if it's installed via command-line in the Terminal:
dpkg-query -l *kipi*
