@hatbollen, I tried the 2 commands but that did not resolve the issue.
My wallpaper still reverts to the/a default after rebooting.

I was looking for a solution to an unrelated problem, where in the tray it
looked like my widgets were locked like I was used to from Plasma in 19.10, but
I could still add widgets etc.

I figured that hey maybe
I have tried to see if the location of the wallpaper is relevant to
whether or not the wallpaper is retained. I moved the wallpaper from a
network mount to a local mount of the laptop. Unfortunately that does
not solve the problem, Is there any log I could have a look at to find
some more
