If upgrading from Xenial 16.04 LTS, you may need to set the release
upgrade mode to 'Normal releases' rather than LTS.

In 'software-properties-kde' that can be found on the updates tab.

Alternatively it can be set by changing the mode to 'Prompt=normal' in
the file '/etc/update-manager/release-upgrades'
