The argument is not a TCP port.

It has the same meaning as "display" in the X world.
Start KVM with -vnc :0 (or :1, :2, etc. - in this way you can manage
multiple independent VMs),  then connect with vncviewer :0 (or
123.123.123.123:0 for remote connections).
