CPUs that support SVE are architecturally required to support the Virtualization Host Extensions (VHE), so far the kernel supported SVE alongside KVM with VHE enabled. In same cases it is desired to run nVHE config even when VHE is available. This patch add support for SVE for nVHE configuration
