Came across a bug in which the user states the word 'Table of Contents'
in the TOC dialog is shown in English when the UI is in german for 4.3
beta 2. He sent in this screenshot

I see Table of Contents is in English also in 4.3b2 Chinese UI (I am
one of the Simplified Chinese translation member).
It may be because of this string:
sw/source/core/uibase/utlui.po
RID_SW_SHELLRES STR_TOC string.text
