depends on what you like to do.
Just editing LibO-po files?
-> use poedit or lokalize
It actually doesn't really matter that much (:
- gtranslator
- kbuble
- poedit
- OmegaT
- Virtaal

p.s.
The translation memory options don't work well with Hebrew,
so I didn't check that feature.
