1) Have latest sdf files from OOo for 3.3 been used for LO? Have there been
any additional changes to the OOo en-US SDF file for 3.3 made specifically
for LO 3.3 (not counting the lo-build.po)? If so, where can I get the en-US

Slovenian is a 100% localized language (gui+help) of OOo since version 2.0
and build-lo-sl.po is also localized.

wiki is a totally non-appropriate format for the main repository of
office suite help. It can serve as a copy or an additional resource,
extruded from the repository of help files automagically before every
release etc. But it cannot be a main repository of help - it
after.

I propose another way - smaller localization communities try to find
server space for hosting their builds. Those builds wouldn't have to
be hosted on all the mirrors, just on the continent ones of that
country (I guess there are exemptions to that rule, like English,
Spanish, French etc.). For

Yes, there are a few empty strings. You can figure out their meaning
from the comment/identifier – they are tooltips for certain UI elements.
If you want those elements to have tooltips, you can translate the
strings. If not, just leave them empty.

the gsicheck and got this error message, it seems that two strings (in
the same po file) have the same id, which gsicheck does not like
(actually, the numbers are not totally equal, one has a dot in between

This is not a false positive. You need to translate Heading and Title
to different words, otherwise you'll have troubles with default styles
in the localized product. See for example
