That way, you are sure that the UI terminology is used in the guide and you don't have to check the UI anytime you're translating some functionalities. So for me it's better to not link them, it's really two different processes even if it's the same tool that is used. It depends on where you are on the tree while downloading. What is important is to upload the files at the same place/level you download them.
