A sharp letter will go out immediately. What do you think it should say?

Since I was unable to reach the site and read the article, it's hard to say. Jane's report quoted:

Very unfortunately the words say that "the banal chain link takes on
the delicacy of crochet".

If that's all that is said, it's very unfortunate indeed. If, OTOH, somewhere else in the article (is there an article? or just a photo with a caption?) it does say that it's made using BL techniques, then it's not so bad; when you explain something, you have to use terms that people will understand, and "crochet" is likely to resonate with more readers than "bobbin lace".

But you might say that, although both crochet hook and bobbins produce lace, the first one does it using a single thread, the second one using many, usually in multiples of two. Which, in turn, makes it easier to produce the solid floral designs and to connect them to the "banal chain links". Also that the "banal chain links" also happen to be a traditional ground in one of the many Bobbin Lace styles, which makes the marriage of the two a natural thing to do. But that it would be very difficult (if not impossible) to achieve the same result using the Crochet Lace echniques, especially in wire of that gauge...

And, since you're the Lace Study Editor of the IOLI, you might also point out that, uncommon as Bobbin Lace might be in US (and therefore not easily recognised as such), it is quite well-known in the country of the fence's origin.
