Very strange! It could be a type of applique - sort of Carrick-ma-cross techniques onto filet net. The edges of teh motifs do look a bit like padded buttonhole stitches. Then when I got down to the most detailed picture I thought it could be moulded plastic! But even a moulded plastic 'lace'
