This is used to schedule CI jobs on the build farm. There's also a new
`RevisionStatusReport.ci_build` column used to assist with reporting of results.
I'm still putting together various pieces of the corresponding code branches
and won't land this until that's done even if it's reviewed before then, but I
wanted to get this in for initial review.
