Your PKGPATH setting looks OK, although there's no need to list fd0 twice.

The error you report (Can't open /var/lib/lrpkg/root.dev.own) is reported by
the init scripts, and probably means root.lrp wasn't found/loaded.

It would probably be more helpful if you could report the first error you
see, as this is far more likely to be the root cause of your problems.

I suspect your CDROM isn't being seen by the system, either because the
modules aren't loading/installing correctly, or because your CDROM isn't
supported by the modules getting loaded (ie: is SCSI, USB, or otherwise not
recognized by the standard IDE drivers).  Try mounting/reading from your CD
in a normal floppy install...that should verify the modules you need and
that your hardware is supported.  Then make sure all modules are in the
/boot/lib/modules directory, listed in /boot/etc/modules, and create a new
initrd pacakge.

I find it's helpful to create a floppy-disk (or HDD) boot-image to debug
startup problems, as it allows faster turn-around for testing (no re-burning
ISO images required).  Once you can boot off a floppy/hdd and load packages
from the CD-ROM, you can burn a new bootable CD with the customized initrd
package and it should work.
