I cannot comment on FTM v Legacy, as apart from creating odd reports I have not
used the former.
1) Yes, Legacy only stores the path and not the picture, hence on export only
the path is sent. Strictly speaking the pictues are, therefore no longer linked
to Legacy on the host PC.

At the top of Legacy there is a row of tabs for various facilities which are
available to you. One of them is called Tools. Click on it and you will see
what is available. Each of them also has it's own context Help Page.

not be included in the GEDCOM created by FTM anyway.
You will have to manually add your scrapbook items to
your Legacy file.

Until it is fixed, you should be able to correct the Gedcom by
looking for the 2 CONT's and changing the number to the correct number.
A Gedcom is just a plain text file in a particular format so can be

Which type of search are you using?
I usually use the Detailed search.
On that you have to make sure you are searching the correct field in
the right way.
For example, if I want to find all the Ebenezer's in my file, I need
to make sure that I'm searching in Given
1) Did it find any duplicates?
2) How have you checked that there are no Tag 9's?
You could do a Detailed Search for Individuals with Tag 9 equal to tagged.
You could make sure that Tag 9 is one of the 3 tags marked for
display on the screens and then use the Name List - Search - Tag 9
