Like you, most of my people are in rural areas.  I use a simple place name 
system, always recording the place as it was at the time the event happened.  
For example,

Blythedale, Harrison Co., Missouri
Colfax Twp., Harrison Co., Missouri
Cedar Hill Cemetery, Blythedale, Harrison Co., Missouri

I then sort the Location List from right to left and all my Harrison Co. 
locations are together in alpha order; all my Missouri locations are together 
in alpha order, etc.

It's never caused me any problems, but then I don't need a map or the 
Geo-locator to know where these places are.  If it ever did, I probably 
wouldn't use the Legacy-based mapping features anyway.
