there is no longer a bug in the ordering of spouses in web pages and
reports in the latest update to Legacy 9.0 dated 16 Sep 2017.
He had been comparing the output from a previous version in web pages
created in July 2017

It's a known bug Which I believe has been in V9 since its
introduction, but it's one that apparently no one wants to bother
fixing!!
It has been mentioned on the beta list and this one many times by me
and others.
Having spouses in the *correct* order in your family files
To do that you will have to manually sort the marriages. There is no
option to sort by dates in descending order to put older marriages after
the current one.
To manually sort use the two arrow buttons in the lower right of the
spouse list.

Cathy, can we put the spouses in reverse order. By that I mean the most
recent spouse first, followed by the previous spouse(e)s so that, when we
print out a report, we automatically have the current spouse appear first
followed by previous one(s).

Look at the Spouse list and re-order the spouses.
However, it's likely others are out of order so to do them all at once
