It looks like Glibc is not installed in /tools.
Have you tried the test at the end of the Glibc page?

If the test is OK,
Try:

echo 'main(){}'  dummy.c
$LFS_TGT-gcc -v -Wl,-verbose dummy.c |  tee gcc-log
grep crt1 gcc-log

If one of the above commands give an error try to recompile Glibc.
