That did it. Eliminated ntsc-dvd and now it works fine.
ffmpeg -i MyKitty.mp4 -vf scale=1280:720 -idct h264 -sameq MyKitty.mpg

Are you sure you want to produce a HD DVD?
Please explain what -idct h264 does, I am curious.
And please note that -sameq does not
