the CSC - Center for Strategic Communication. The United States Information
Agency (USIA) ran America's public diplomacy efforts from 1953 until it was
disbanded in 1999. What did it do? Who were the key figures?

I'd like to think that liberationtech would include grassroots citizen
efforts.
