Moving it outside of trunk is fine with us. I don't think any of the MOOSE
guys grab the entire repository.
If you want to speed the time to fork just have Derek get in a debate with
the author of the code over "military uses" or something...

Could we just move them out of trunk/ so most people don't download
them? We won't ever need them unless we have to fork fparser someday,
but it's not like that would be the first time we'd had to fork a
third-party contribution...

out that just under 1000 of those files are coming from the regression test
