Apparently, it's the 33rd-most-used function in Calc (if this is indeed the .uno:ToggleMergeCells function, not the .uno:MergeCells function) and our context menu there has "only" ten entries. On the other hand of course, "Merge Cells" also has quite a prominent toolbar entry already. Here's a tentative "yes" to the change.
