add a little function to safely delete ad reset an object.
very often the pattern 'delete foo; foo = 0 is used
very often delete foo is just used without any particular care...
In most case testing for foo != NULL is just good conservative practice.
So safe_delete(foo) = if(foo) { delete foo; foo = NULL) }

Prepare the transition to OUString, and the lifting of the 64K len limit
UniString natively use an int32 to store the lenght, but
most the API restrict the use ot a uint16_t, using UINT16_MAX
as a special value
We here start to indroduce a 'shwdaw' API that will use 'int' for len.
This will allow to migrate the code thatuse the API to a 'int' based
len... and eventually make it easier to migrate to OUString
the convention used is that the shadow api is the same than the original
one except that the initial letter is in lowercase instead of uppercase
