Debian libreoffice resets the environment by starting it via script:
LO_SAVE_LC_ALL="$LC_ALL"
LC_ALL=C
export LC_ALL

I guess I need to make my report a little bit more clear.
If you have LC_MESSAGE on your system set to something like "POSIX", which is a
legal value and automatically implicates ASCII
