Description:
cannot see note box when top row above freezed cells/rows
Steps to Reproduce:
1. create sheet with data
2. move rows down so that first visible row is row 3
3. freeze on row 5
4. add note to cell in row 3
5. cannot see note box
Actual Results:
cannot see note box
when completed editing note, and leave note can see note when hover on cell
which has note
Expected Results:
position of note for editing should be below, if at top of window. above if at
bottom of window
Reproducible: Always
