Description:
Navigator Master Mode cannot be accessed due to missing button or improper
function of remaining button. Worked correctly in 7.0.4. New single button is
probably meant to be a toggle: Master/Content(as in earlier versions) but
retains function from 7.0.4  of select Content only.

Steps to Reproduce:
1. open a Master Document
2. select mode button in Navigator
3. try to toggle to Master mode from Content mode

Actual Results:
only Content mode is possible. Master mode not accessible.

Expected Results:
Toggle between Master and Content modes


Reproducible: Always


User Profile Reset: No



Additional Info:
Loaded Libre Office 7.1.0.3.(x64) Master Mode in Navigator locked out only
Content Navigation View possible. This is a definite killer BUG for Master Docs
7.0.4.2. works correctly.
7.0.4 Navigator has 2 buttons. The top one is for Master and the bottom one is
for Content. In 7.1 there is 1 button with up-down arrows positioned in the
Content location. The Master button was deleted. The probable intent was to go
back to a single toggle button as in earlier versions but the code driving the
buttons was not updated properly so it selects Content/Content/Content/....
