Description:
I was trying to format a set of cells to form a table with multiple types of
borders. Thick on the bottom of the title, dotted on the bottom of the body,
double line on top of the total with single line separating each column inside.
This is almost next to impossible to create manually. when I select the entire
table it clears out all the other formatting I've done even if I was just
changes one column.

Steps to Reproduce:
1.select a group of cells to form the title format border (normal inside, thick
on top and bottom
2. Select the body of the table, set inside as dotted, then thin on the middle
vertical
3.Select all to create a table outer border, set it to Thick

Actual Results:
clears out all other border set.

Expected Results:
multi bordered table

Reproducible: Always
