This is just a typed bullet - not connected with lists/numbering.

In 7.6+, on Ubuntu without a Symbol font, my computer is just using the
paragraph's direct formatting of Times New Roman to display the character (and
it is not seen as a bullet).

This is basically a WONTFIX. By definition, a PUA character is a non-standard
character (Personal Use Area). It is a space for a font to put whatever they
want. In other words, if you don't have that specific font available, you can't
see the intended result.

A document should never use a PUA character unless the audience for the
document is 100% controlled - guaranteed forever to have the required font.

A document should never use a PUA character when there is an adequate, standard
Unicode alternative (and there are many bullet characters to chose from).
