I can also confirm that configuring with:
--with-webdav=neon
instead of
--with-webdav
yields a WebDAV-enabled and -working LO (under gentoo).
I'll submit a suitable build patch over there.

I've dug a little bit deeper - with SAL_LOG="+INFO.ucb", LO 7.1 logs a ton of
