As mentioned in the ticket, I'd saved as .xls so the ODF is just a copy

This also happens with xlsx. A1 OK, other cells not OK.
But, testing further (LO 7.4.5):
1. A1: background color.
2. Some other area also with background color.
3. Save as xls(x) and exit LO.
4. Reopen. >
