Already missing in OOo 3.3.
Also reproduced in recent master build:

OnlyOffice does show them, using:
ONLYOFFICE Desktop Editors version 7.3.3.50 (flatpak)
If saved to XLSX from OnlyOffice, comments can then be seen in LO.
ebsoft, how exactly did you add the comments/notes in Excel?
