I was able to solve the issue by uninstalling the gstreamer1.0-vaapi package
I also reported the problem and solution with gstreamer:

Yeah, it must be some weirdness in my system, perhaps graphics driver-specific.
I am at a complete loss how to debug this to identify which system component or
software I should try to reconfigure

I tried resetting everything to factory settings including the user profile,
since this was suggested in bug 143961.
