Sure. But this isn't "insert an image in the header", it is "set image as
background fill".

Can you put an image into a DOCX header with Word? I can't. I can only do
"Borders and shading" colours and hatching. No gradients, no images.
I think we need a DOCX example from Word and see if we can

The image in header is defined via Format -> Page Style; Header tab (Header on)
-> More...; Area tab -> Image.
