Yes, I can confirm this is still a problem.
In some of the other reports, there were mentions of the MM wizard saving
configuration/states in the user profile. I have tried deleting/emptying the
profile folder

Tested with LibreOffice 5.3.2.2 x64 : the bug is still present.
Mailmerge was broken sometimes after version 5.1.5.2 (this is the latest
functional version for me).
